After responsibilities in Great Britain were devolved to England, Wales and Scotland, I have experienced problems securing any cattle testing cost which extends from 1998 to beyond 2009/10 which is consistent. Enquiries to DEFRA regarding what the cattle testing cost represents are currently in progress.
